Not a legal document. Canada ESA Register is a privately run register. It is not a government body and it is not connected to any government register. No official register of emotional support animals exists in Canada, including this one. The certificate and card are keepsake documents with no legal force of their own: they create no right of access to housing, transport, shops or anywhere else, and nobody is obliged to accept them. Emotional support animals have no special status as such in Canadian law. Guide dogs and service dogs are a different thing, and some provinces certify them under their own laws; this register is not part of any of those schemes. No Canadian airline accepts a registry certificate. Under a 2023 Canadian Transportation Agency decision, the airlines it covered must let an emotional support dog fly in the cabin, in a carrier, with a letter from the person’s treating physician or mental health professional and a veterinary certificate; other emotional support animals travel as pets under each airline’s own policy. Whether you can keep a pet in a rental is decided by your province’s tenancy law, your lease and any condo or strata rules, and where a disability is involved by human rights law, never by any certificate.
