An emotional support dog certificate in Canada, plainly described
Most people looking this up have a dog and a landlord. Here is the honest order to do things in.
What an emotional support animal is, in plain wordsBefore anything else
There is no official Canadian register, and it will not persuade a landlord
This is the reason most people search for it, so it should be the first thing said. No official register of emotional support animals exists in Canada, ours included, and emotional support animals have no special status as such in Canadian law. A registration carries no weight with a landlord.
What does carry weight depends on where you rent. In Ontario, a no-pets clause in a lease is void once you are a tenant, though a landlord can still turn down an application. In British Columbia, Alberta, Manitoba and Nova Scotia, the lease and the landlord’s written permission decide. Everywhere, a specific written request with references does more than any certificate: the free template.

The register card and the letter-size certificate, as they arrive. A real register number takes the place of the dots.
Service dog or emotional support dog?
These are not the same, and the difference is legal, not semantic. A service dog is trained to perform tasks for a person with a disability. British Columbia certifies guide and service dogs under its Guide Dog and Service Dog Act, and Alberta issues identification for qualified service dogs under its Service Dogs Act. In Ontario, the Human Rights Commission’s position is that a service animal does not have to be certified by a recognised organisation to be protected.
An emotional support dog is a pet whose company helps. That is real, and it is not that legal category. In British Columbia, falsely representing a dog as a guide or service dog is an offence with a fine of up to $3,000, and passing a pet off as one makes life harder for people who depend on the real thing. Service dogs and ESAs in Canada.
What the registration is good for
The everyday moments where having something tidy to hand over beats scrolling for photos: a property manager’s office, a building’s front desk, a pet-friendly hotel, a new dog walker.
It is a keepsake with a checkable number. Bought on that basis it is a nice thing to own; bought as a key to something, it will disappoint you.
Flying with a dog
Since a 2023 decision of the Canadian Transportation Agency, carriers in the federal transportation network must accept an emotional support dog, and only a dog, in the cabin on conditions: proof from a physician or medical health professional that you are being treated for a mental health disability and need the dog, a veterinary certificate sent at least 96 hours before travel, and a carrier kept at or under the seat.
No registry certificate, ours included, meets the first condition. It has to come from someone who treats you. Other animals travel as pets under each carrier’s own policy.
What there is to buy
One payment. Current for 18 months. Prices are in US dollars. Any sales tax is calculated by Creem and shown at checkout before you pay.
Not a legal document. Canada ESA Register is a private service, not a government body, and no official register of emotional support animals exists in Canada. It does not give you a legal right to keep a pet, to housing, or to access with your animal.
Questions, answered plainly
Can I take an emotional support dog into shops or restaurants?
Not as of right. The access protections in provincial law are written for guide and service dogs. An emotional support dog has no right of access as such, and a certificate does not create one.
Will an airline let my emotional support dog fly in the cabin?
Carriers in the federal transportation network must accept one on the conditions the Canadian Transportation Agency set in 2023: proof from a health professional who treats you, a veterinary certificate at least 96 hours ahead, and a carrier kept at or under the seat. Start the carrier’s own process early.
My landlord said no. What now?
Ask for the reason in writing, then read what to do when a landlord refuses a pet. In Ontario a no-pets clause cannot be enforced once you are a tenant; elsewhere the lease decides, and a specific written request with references is still your best chance.
Does the certificate say my dog is trained?
No. It records your dog’s details and a register number. It says nothing about training or temperament, because we assess neither, and the certificate says so.

Canada ESA Register is a private service and is not a government body. No official register of emotional support animals exists in Canada, and emotional support animals have no special status as such in Canadian law. This certificate is a keepsake and a convenience credential for everyday conversations. It creates no right of access to housing, transport, shops or anywhere else, and nobody is obliged to accept it. It is not a guide dog or service dog certificate under any provincial law. Whether you can keep a pet in a rental is decided by your province’s tenancy law, your lease and any condo or strata rules. Canada ESA Register is not a law firm and this page is not legal advice.
